After I earned my BSCS in the early 1980s, I went and learned COBOL just so I could get a great job, with tons of benefits, working for the state.
Now, there are very few of us left, to maintain some of government's most important programs.
The legacy systems aren't going away very fast.

Wrong! Companies hire some Indians who know COBOL. Long story made short: Your have no chance entering this market!
